On the base of files and other related material foundation, especially on Public Law 480 in America, the thesis researches the history of American food aid to India, makes clear about the development and evolution of Public Law 480 in Kennedy and Johnson era. Then, the author analysis the process, role and limitation of the American food aid policy to India.This text can be divided into three parts, including:preface, theme chapter (three chapters) and conclusion.The first chapter discusses the background and main contents of Public Law 480. In order to solve the surplus produce, the USA passed Public Law 480. It includes three terms: Sale for Foreign Currency, Famine Relief and Other Aids, Donation and Barter. The law paves the way for the systematic of American food aid policy.Chapter 2 discusses the Public Law 480 developed to be used in Food for Peace Program in the Kennedy era. Then Kennedy's administration aid India generously. Meantime, India mainly relied on foreign loans funds buying American food, paid attention to the industrialization but ignored the development of agriculture.The third chapter described Johnson's short-tether policy. In this period, the United States urged India realized self-help and liberation reform through a series of measures. The Johnson governments used the food policy as a lever.The fourth chapter is a sum-up chapter. It summarized the food aid policy of the Untied States of America to India in the 1960s. Food played as an important instrument of the U.S. foreign policy, but the effect is limited. The policy was the result of struggle among the White House, Congress, Volunteer agencies, International Organizations and the President's personal will.
