Research On Paradigm Of Public Art Program And Applicability Of Percent For Art Policy In China

As a viable and effective method to solving China's culture and art requirements and fulfilling the development of urban civilization construction, Public art is capable of building a connection among people. In order to standardize the process of Chinese public art projects, the government needs to institution compellent rules and policies. According to public art cases both at home and abroad, this research distills out public art projects' paradigm and analyses policies' making methods, thus explores China's public art mode and policies' making way, then gives Shanghai's public art policy as a example.Although the policies' establishment is quite important, but in China, academic research on public art is still remains on concepts' arguing and introducing other countries' cases, There's no one researches on how to establish the policy. Our country's current situation reveals that, China's culture and art requirements should be solved immediately.This research analyzing public art projects in quantity and picks up 3 parts to build the paradigm for public art, including:(1) Project Basis:Basis for Implementation of the Project such as successful precedents of policies; project form as government's art project, independent form or based on other capital construction; funding sources;(2).Project personnel:the approval agencies, implementing agencies, curator staff (commissioned outsourcing), selection group, the artists involved in the project and other related designers; the most important is the public opinion among the proj(2) Basic processes:Pre-project planning, collection of art works, assessment of public art, program implementation and ongoing maintenance.Based on the project paradigm, the public art projects can divide into three types, general public mode, community mode and semi-overt mode. Chinese cities can build up art projects, funding resources, various levels of controlling and enforcing units based on this principle, also needs to propose rewards and punishment systems. First refining public art modes and public art paradigm via cased study, then though the scientific hypothesis, finally builds fitful methods to establish China public art policy. In order to ensure the accomplishment of public art program, the policies should involve all aspects as all the elements and basic processes above.This research firstly analysis current situation of public art at home and abroad, according to present situation of China, our country is still at the test period, most cities can put the public art system into current urban planning and management system, and form the approval and implementing agencies from the existing urban sculpture rules and sculpture committee. Shanghai's public art policies can be divide into short-term, mid-term and long-term plan, step by step, improves the city from "bottom-up" and "top down". Short-term plans includes building up relative institutions, setting up overall strategies, establishing data library and e-lab, holding public art competition in schools and communities; Mid-term plans includes promoting percent public art policies and brings it into education systems, accelerating international exchange; after lying down the law, relative institutes will promote the tax benefits, urban planning benefits, penalties, ensuring the salary and establishing public art foundation.
