Dong Xiujia' Thought Of Municipal Administration And His Practice In Hankou

Municipal administration reform movement in the twenties of the 20th century was another crucial stage to the development of China urban modernization besides the period that Chinese cities were forces to be opened to the west. It has great research value. This paper studies on Dong xiujia who was expert in municipal administration and acted an important role in this movement but was ignored by academic circles. Therefore, it can be said that this article try to offer a new angle of view for further urban modernization studying.This paper is composed of five parts. The first part is preface which elaborates the form of modern city, the concept of municipal administration, the academic value and practical significance of this thesis .The second part elaborates the introducing of the west municipal administration concepts to China and the inevitability of Dong xiujia to become an municipal administration expert. Since modern times, the new scene in concessions and the great differences between China and West formed a sharp contrast and gave traditional city concept a strong stimulus . Along with the development of commerce, increase of city population, the production of many social problem, and the trend of urban modernization, modern municipal administration was strongly appealed. On the other hand, the form of a nation's international state and the defense of state sovereignty etc. some political factors also demanded urgently. Therefore ,the material technology aspect in west concepts of municipal administration begun to be introduced to China, and through spreading of a group of advanced intellectuals ,it penetrated gradually its political and cultural aspect, and in the twenties of the 20th century. It formed a great reform movement of municipal administration in which Dong showed his excellent talent. The third part elaborates and analyzes the origin and development, the main content and characteristics of Dong's municipal administration concepts. His concepts originated from the west, but not completely copied word for word . Oninthe basis of contrasting analysis of Chinese and western traditional cities' culture, and western nations' advantage and disadvantage. He tried to link with Chinese own national conditions, and showed its characteristics, to a certain extent, his idea was the typical representative that technical politician understood city administration. The fourth part elaborates the achievement which Dong made in Hankou and therefore the strengthening municipal administration consciousness, and analyzes Dong's status in Hankou 's urban modernization. As a politician, Dong get certain authority, took on practice high ambition of municipal administration reform, he made great achievements in the aspect of engineering, public utilities and internal management, he accomplished the thoughts of management methods, and used professional talent persons, academic researches and practice to advance the development of municipal administration, Therefore, the development of municipal administration may lead to improvement of city's residents quality and promotion of their consciousness. Thus, he can improve residents the consciousness of democratic participating, raise the performance of residents, and improve the level of competence, which residents reform municipal administration to accomplish the resident's modernization and influenced deeply the course of urban modernization. Analyze Dong's in Hankou practice; we may know the status of his building and managing in Hankou 's urban modernization. The fifth part is thought for idea of municipal administration and urban modernization, through city development policy .his thought improved the city scene, accelerated greatly the progress of China urban modernization, but also was limited by many factors in the practice.
