Founded in 1955, the Ganzi Tibetan Autonomous Prefecture of Sichuan Province covers an area of 150,000 square kilometers. It is a first autonomous prefecture of the minorities that appeared after liberation. Before liberation, Ganzi was much close and the economy less developed. Moreover, its hereditary headmen set up separatist regimes by force of arms. Therefore, through investigations and studies, the Central Government decided to conduct a socialist democratic reform in Ganzi with peaceful consultation. During the reform, the Government followed a policy of dealing with the landlords, the Tibetan hereditary headmen, the tribal chiefs and the upper circles of the Buddhists in different ways, protecting the religious belief, industry and commerce and accelerating the development of agriculture and animal husbandry.The reform made the new grass-roots level political powers established and some rebellions suppressed. At the same time, the feudal serfdom and the usury were abolished and the serfs were emancipated. Then it was evident that the stability of the politics, the development of the economy, the unity of the nationalities and the progress of the society in the whole prefecture of Ganzi could be realized. Finally, the author concludes that a research into the reform has not only important academic values but also practical significance for the development of Ganzi.
