The Study Of The Culture Construction Since The Reform And Opening Policy

Culture is the soul of a nation. Nowadays, in the fierce international competition, culture has become an important part of overall national strength as well as an important sign of it. President Jiang Zemin had pointed out that an independent country shows not only in politic and economic but also in ideology and culture. In the development of economic globalization, the progress of national culture faces rare opportunity and high challenge. Various ideologies and cultures influence each other and crush together to make the competition higher day after day. Because of the profound base and great vitality of Chinese culture, especially for the correct leadership of our Party in the cultural construction, we have achieved lot since the Reform and Opening-up. However, as to the influence of adult ideologies and outside ideologies, the road of the cultural construction was not always smooth. After the entrance to the WTO, the international communications increase as and as the international culture exchange, and culture become more important in overall national strength. So we must pay much attention to cultural construction and keep cool heads to make relative strategies on the face of those challenges. In order to present a lot of helps to the culture construction, this paper gives several advise to the current cultural construction after review of the history work and summary of some experience.This paper is divided into three parts. The first part makes a historic review of the policy and practice of cultural construction from Reform and Opening-up by two phases 1978 to 1989 and 1989 to 2002.The first phase deals with mainly about the recovery and development of the policy before the "Culture Revolution'" under the leadership of Deng Xiaoping on behalf of the Central Government, after 1978. in order to liberate and develop culture productivity and to bring order out of chaos, correct the frame-up, false and wrong cases. At the same time, the field of culture had also made some reformation to stir up the enthusiasm of cultural worker in conformity with economy, political structure reform. But the undeveloped culture management leaded to the chaos in the culture production and culture market, which was one of the main factors of the political disturbance of 1989. The second phase is about the clearness to the chaos of culture market in the 1980 under the leadership of Central Government and the representative Jiang Zemin. After summary the experience and lessons of the 1980s, the Central Government made up a series policies on the direction of ideology and culture construction as well as reform of culture formation inorder to carry out the policy- "Carry forward the theme and recommend the diversification". Based on the historic review, the second part of this thesis summarizes a lot of experiences and lessons, that is, to bear in mind that culture and art are relatively independent and we should get rid of the traditional thought that culture is subordinate to politics in solving the relationship between them. In creation of the intellectual product, we should abolish the liberalization idea in the literary creation and the dissemination of news and establish the overall situation idea of the cultural construction?In cultural exchanges, we need to crash cultural close consciousness of field , and adopt the completely opening-up idea in cultural construction .As to cultural innovation, we should build the humane environment of cultural innovation, strengthen the innovative consciousness of the person in cultural circles. The third part of this thesis is mainly about the situation that the cultural construction faces in the future, namely our country enters and builds the well-to-do society realizing the great rejuvenation stage of Chinese nation, the culture demands of our country will be expanded.
