As an important official of the late Qing Dynasty , Liu kun-yi had great effect on internal and foreign affairs . Because of acting as governor of Jiangsu , Jiangxi and Annul Pronvices and official governing the trade and business in South China for many years , he took part in many foreign affairs or offered some suggestion . He didn't develop a set of theory but accumulated much experience and produced own thoughts.The study on Liu was mainly focused on Westernization Movement and Mutual Protection of the Southeast. The works on Liu had Critical Biography of Liu by Wu Yu-tang and Individual Study of Liu by Cui Yun-wu .This didn't accord with Liu's influence . It is necessary to make more study . The thesis probes into Liu's diplomatic thoughts and practice .The thesis is divided into two parts. The first part looks into the causes of Liu's diplomatic thoughts' development . The causes lies in open international environment, the influence of friends, actively finding out the West and gradually having correct understanding of international situation.The second part describes and comments the content of Liu's diplomatic thoughts. It includes six aspects: starting point that keeping national sovereignty and interests; diplomatic tratics that striking enemies' contact and strengening our friendship; diplomatic efforts that guiding and supporting vassal state to consolidate our frontier;diplomatic proposition that preparing for war befote sueing for peace.; Liu's suggestion on diplomatic construction.The thesis points out Liu's place in his times . It affirms his enthusiastic efforts for retreving nation's existence in peril and points out the limitations of his diplomatic thoughts due to the limitations of the times and his class status.
