This paper has systematized and studied the constitutional propaganda in the newspaper of Sein Min Choong Bou initially. It is divided into four chapters:In Chapter One the historical background and purpose of running this newspaper, the changes of its main contents in each peiod, the distribution and so on have been introduced in order the important position of this newspaper in the constitutional propaganda to be illustrated for.In Chapter Two and Three the main contents about the constitutional propaganda in this newspaper, such as the democratic rights, realizing constitutionalism to save the nation, the theories and actions of political parties, the regional autonomy, ruling by law, legislative improvement and the constitutional history of the western countries, have been sorted out initially. It can be concluded that the constitutional propaganda in this newspaper exposes the despotic feudalism deeply, propagandas the thought of the democratic rights of the bourgeoisie actively, heightens the national political awareness, advances the process that the politics in the modern China became democratic, possesses the profound enlightenment significance, promotes the awakening of the revolutionary awareness and the development of the revolutionary movement objectively.In Chapter Four the characteristics about the constitutional propaganda in this newspaper have been summarized. It can be thought that this newspaper possesses these characteristics: its contents have distinctive modern, its thoughts are temperate, advancing gradually reformism and the languages are easy, smooth, understandable and enthusiasm.
