| Hunan local-self-government compaign in late Qing-dynasty and early Republic of China lasted for about thirty years, with its rich contents and deep influences. The article is aiming at surveying rU rearranging it and finding its relation to the mordernization of Hunan's traditional politics.The article is devided into five parts:Introduction It expounds why and how the subject is choiced.Part I The prelimilary beginning of Hunan's local-self-government compaingn during the reoform period. From three aspects: (1) Starting factors, include the necessity and feasibility; (2) Main contents, Analysis of the main reform enterprises about their implication on local-self-government; (3) Influences, point out that it is the precursor of Chinese local-self-government compaign and, at the same time, activates the people's political participation.Part II The upsurge of Hunan local-self-government compaign around the Revolution of 1911. From three aspects: (1) starting factors, include mainly the spreading of the local-self-government theory by Hunan's students studing in Japan; (2) Main contents, analyze on province, county and town three levels; (3) Influences, from both positive and negative aspects.Part III The climax of Hunan's local-self-government compaingn in the early stage of the Republic of China. From three aspects again: (1) starting factors: include the history causes, realistic causes and direct causes; (2) Main contents, include the public opinion development, the drawing up and the applying of the provincial constitution; (3) Influences, include mainly the explosion of the political participation, the rationalization of the political authority, the differentiation, and its influence on the whole country.Conclusion Discription of Hunan's local-self-government compaign as a whole, point out its three development stages: prelimilany beginning, upsurge and climax, and finally its historical limitation.
