In 1921, EnQin invaded into the Wai-Mongolia, and shortly afterwards the Soviet Union's troops occupied the Wai-Mongolia without China's permission. Later, in 1924,5, China and the Soviet Union signed " The Outline on Unsettled Law Case between China and the Soviet Union", which actually made the Wai-Mongolia break away from China. Because of the turbulent political situation and tangled warfare among worlds , the Republic of China missed the most favourite opportunity to recover the lost territory. The Soviet Union deceived Wu Pei-fu, Zhang Zuo-lin, Sun Zhong-shan and the Chinese Communist Party through diplomatic channels and made them believe that its troops won't occupy the Wai-Mongolia for ever, which exerted an notable impact on China's diplomatic decision and the Public's understanding of the issue.. This finally led to the Wai-Mongolia breakaway from China, and it did the most serious damage to China's territorial sovereignty in the 20th century.
