The Chinese Communist Party's Policy Toward Gelaohui And Its Change

Gelaohui is one of the three great underground gangs in modern and contemporary Chinese developing history. Gelaohui which is named as"Paoge"(members of Gelaohui) has made considerable progress in Sichuan since contemporary periods. Paoge plays the role of"secret forces"in modern developing history of Sichuan and has its unique influenceon Sichuan history. Both National Government (the state power of the Republic of China from July 1925 to September 1949) and Chinese Communist Party have adopted various policies and measures to Paoge of the secret force. Instead of effectively stopping the development of Paoge, National Government's policies and measures have made forces of Paoge penetrate into the grass-root units of National Government and even more popularly developed. Chinese Communist Party has adopted different policies and measures in different historical periods in allusion to the nature and characteristics of Paoge, which received the expected results and laid a solid foundation for the final clampdown of Gelaohui.In resent years, academic scholars have made quite abundant research on Gelaohui of Sichuan Provence. But the research on Sichuan Paoge from the perspective of CCP policies only appeared in some treatises. There is no special research works published. This paper attempts to investigate and card situations of the changing policies of CCP to Gelaohui before union of Sichuan Government and after foundation of New Chinese Government and further explain the CCP's policies to Gelaohui and its changing patterns. And this paper also attempts to make dialectic evaluation on CCp's policies to Gelaohui based on the positive and negative influences of CCP's policies on Paoge's historical development.This thesis consists of introduction and four chapters. Chapter one makes a brief account of Gelaohui's development in Sichuan province before union of Sichuan Government and mainly presents the policies of Sichuan underground organization and Fourth Front Red Army to Gelaohui of that period. Chapter two introduces the policies to Gelaohui and their changing situations from union of Sichuan Government to periods before Foundation of the People's Republic of China. This chapter mainly presents CCP's different policies and strategies to Gelaohui at different historical stages with changing and adjusting of National Government's policies to Gelaohui as background. Chapter three outlines the changes and achievements of CCP's policies to Gelaohui at the early periods after establishment of the People's Republic of China. Chapter four presents author's comprehension of changes of CCP's policies to Gelaohui, emphasizing evaluating CCP's policies to Gelaohui from the perspective of nature of Gelaohui and influences of CCP's policies to Paoge. In conclusion, this paper makes a summary of developing history of Paoge in Sichuan Province and dialectical evaluation of interactive relationship between Chinese Communist Party and Paoge.
