The 20th century can be divided into former and later fifty years with the terminus of the foundingof the People's Republic of China. During the former fifty years, China has a semi-colonial, semi-feudal society character and a lower globe status, while in the later fifty years; China is a new-democratic and socialist society, improving its globe status day by day. During the complicated and diversified process of the whole century, all the central government (the late Qing Dynasty, the Republic of China and the People's Republic of China), the northwest local government, various research groups and experts raise their own strong points on northwest development thoughts and carryout many practices of all kinds.
