Since Mendel found the hereditary rules of genes, the search to gene has already made a lot of break-through. Gene science and technology is being used more and more extensive, among them, transgenosis animals and plants, the transgenosis food and genetic test, Gene therapy and so on have already been familiar with by people. We can say that gene science and technology is the greatest one in the human history of science. If it was said that the stage when the scientific and technological basic research of gene tended to be mature, and the application study to be displayed for the first time was in the 20th century, the 21st century will be one of the greatest prosperity period of the application study of gene.However, different from traditional science and technology in the past, the gene is a kind of material which controls all life movement forms , Gene science and technology regard life entity and mankind itself as the target directly, and it is the mankind who controls himself and the nature ultimately. When we shout and jump with joy for it, we should realize the enormous risks of hiding among them deeply, The doubt that gene science and technology causes exceeds the puzzlement that any technological revolution brings in history by a long way.That enormous crisis hidden in the scientific and technological era of gene, and the characteristic changed of the human behavior require ethics to be changed, which force us to elucidate a kind of ethnics, namely a kind of responsibility consciousness. Through stating the embarrassed situation that science and technology development was in during the 20th century, I will post the inevitable development of traditional ethics, then state the potential enormous crisis in the scientific and technological era of gene naturally owing to the characteristic of science and technology era of gene, and thus draw the responsibility ethics which is said that " only after a thousand entreaties does she appear". Besides, I paid attention to the independence of every part, and tried to correlate the first part and the end of every chapter. And, on the basis of the need of the writing, the article has used some new terms, for instance" the starting touch of ethics", the scientists'" super responsibility", etc.The first part of the article plays a summing up role, and explains the background and meaning of the writing of the article at the same time for the introduction. The second part describes the relation between ethics progress and the development in science and technology. At first, I observe the relation between science, technology and ethics from history, and analyses the same theory, the view of having nothing to do with the theory, determinism etc ,then I refute the view that science and technology have no relations after analyzing scientific ethics intension and the ethics essences of technology. Then the conclusions are drawn that the science, technology and ethics is a kind of integration relation between " looks for the truth" and" looks for the kindness" actually.
