The author further reveals that the cognitive ability is the comprehensive ability of choosing, reflecting, constructing and innovating the object in one's mind based on the certain cognitive structure. It has the four features: the unity of manifestation and cohesion, the unity of limitation and adequacy, the unity of socialization and individualization and the unity of activity and passivity.of activity and passivity.The reforming law of the cognitive ability is the key issue that this paper tries to deal with, which is pondered and expounded by the author from the macroscopic and microcosmic angle. From the macrospore point of view, the practicality, systematization and protracted nature of the cognitive ability reforming society should be held; while, from the microcosmic point of view, the main problem is to make the cognitive structure of the subject reformed and optimized.
