During the late 1960s and early 1970s, when Nixon administration was in power, the United States was still being mired in Vietnam War, and lost enough ability to deal with the international affairs. In order to adapt US foreign policy to its strength, President Nixon made foreign strategy of equilibrium of realism, raised Nixon Doctrine and carried out the global balance-of- power diplomacy with modern meaning. So to some extent, Nixon administration's global diplomacy of equilibrium was the result of the relative decline of US strength. Due to the large- scale foreign policy change, the diplomacy opened up a new era in the history of US foreign relations- the Nixon era. The core of the diplomacy was to establish multi-polar international system on the basisof the relative equilibrium of the five powers--US, the Soviet Union, China, Western Europeand Japan, through which US could limit the expansion of the Soviet Union with multilateral strength, and maintained the US interests as possible. This thesis tries to make a relative comprehensive research on the diplomacy and gives some superficial ideas about it In the author's opinion, the diplomacy not only won great strategic interests for US, but also created relative peaceful world environment in quite a long time. Meanwhile, its historical limitations are obvious.The thesis consists of the introduction, the text and the conclusion.The text is divided into three parts. Part One expounds the domestic and international background of the diplomacy, providing a foundation for the thesis; Part Two expounds the whole process of the diplomacy in Asia-Pacific area, Western Europe and the Middle East. This part follows the main line of Nixon Doctrine and its comprehensive execution; In Part Three the author tries to re-recognize Nixon Doctrine and summarize the political achievements and historical limitations of the diplomacy.The conclusion means to show the realistic significance of this thesis. In the end, it is concluded that recently balance-of-power policy can still be alternated to maintain the legitimate interests of a nation, but it shouldn't be idealized as the best model of upholding international system.
