The aim of this study was to develop a parents' evaluation scale on social skills of pupils based on the theoretical model of Riggio. By investigating more than 1200 samples in Changsha and Changde area, this paper established a construction of social skill of pupils which composed of 35 items, 3 hierarchies , and 9 factors by means of exploratory analysis and confirmatory analysis, additionally it examined the reliability and validity of the scale: The reliability analysis consisted of means Cronbach' s a , and split-half reliability. And the validity analysis included content, construct, and criterion-related validity. The results included:(1)Psychometic properties analysis shows that the parents' evaluation scale on social skills of pupils has good reliability and validity.(2) Exploratory and confirmatory factor analysis finds that social skills of pupils are composed of 3 hierarchies, and 9 factors. The 3 hierarchies are: social expressivity and control, social sensitivity, and emotional sensitivity and control. The nine factors are: intention of intercourse , group prestige, emotional sensitivity , emotional control, social sensitivity, techniques of express, techniques of intercourse, concealment, individual sensitivity.(3) Gender difference studies show that the scores of female students are significantly higher than those of male students.(4) Grade difference studies show that the scores of Grade Three are significantly higher than those of Grade Two, Grade Five, and Grade Six.
