In China, great importance has been attached to honesty, which also constituted a major part of ancient Chinese business morals. But in the period of economic transition, due to the influence of various factors including history and reality, honesty has been trifled with. This has seriously hurt the society and economy. With the development of economic reform, it is well concerned that discredit order of the society has become one of serious social problems which disorder the allocation of society's scarce resources. As a result, it enhances the transaction cost of society. There seems to be more and more phenomena of breaking faith with others in recent years and to some extent this has even become a credit crisis. With WTO entry, it is a matter of great urgency to speed up China's credit culture building.Above all, the thesis makes preliminary inquiries into the meaning of credit culture so as to make its formation and characteristics understood. Then, the thesis analyses the relationship between the credit culture and the market economy. Credit is the cornerstone of market economy and the internal character of legal society. Market economy is a contract economy or credit economy. It is the demands of the credit economy age on us to correct loss of credit, establish a complete social credit system, regularize people's behavior in the economic behavior of breaking their promises.The thesis lays emphasis on the establishment of China's modern credit culture. In this part, we should not only take an active part in absorbing advanced experience of foreign credit culture, which can help to make foreign things serve China, but also inherit the excellent traditional Chinese credit culture, which can help to make the past serve the present.The construction of credit culture is a systemic engineering. The thesis mainly discusses this subject from four aspects including theoretic, entitative , systematic and humanistic.In the construction of credit entity, there are three types of credit in terms of the subject, namely the personal, enterprise and governmental credit.1. Personal credit is the foundation of the social credit systemThe system of personal credit is the base of market economy and guarantee of economic order. Establishment of the system contributes to the healthy development of socialist market economy. Objective situation demands us perfect individual credit system, which includes basically individual credit register, individual credit rating, individual credit risk prevention, individual credit risk management and individual credit rewards and punishments.2. Enterprise credit is the core of the social credit systemThe problem of honest management delinquency usually relates to the factors such as limited gaming with information asymmetry, ambiguous SOE property right and so on. It has become an important factor constraining the international competitiveness of Chinese enterprises. So we should take urgent measures to rebuild the credit culture. Enterprise credit culture is thecore of enterprise culture, which is the spirit of enterprises.3. Governmental credit is the footstone of the social credit systemThe governmental credit is a sort of creditable level of the management object over governmental action and ability. It is of great importance in social development. Now there exists the loss of credit in the government, which influences the government images and the efficiency of public management. A government must get a comprehensive governmental credit established to win the people's confidence and also make great efforts to have a credit system established by strengthening legislation and supervision. It must further normalize and rectify the economic order. Lastly the government must reinforce honesty and credit and make them basic public virtues in society.
