This article is mainly a study on Chen-Guan in the lately of the North Song Dynasty.It is the blod and unconstrained period from the Dynasty of Shen-Zong to Hui-Zong, to the destruction of the North Song Dynasty. The confirmation to or negation of the reformation of Wang An-shi is the main clue during this period.Under the circumustances of the political fight, the destiny of Chen-Guan is maintained close links with the development of politicacs. During his official career, Chen-Guan actives mainly in the political scence of the North Song Dynasty as a officer of the mechanism of Tai-Jian and fights untiringly with the powerful officials of Zhang-Dun, Zeng-Bu, Cai-Bian and Cai-Jing,and so on. At the same time, his political career is suppressed and obstructed. In the Dynasty of Hui-Zong, Chen-Guan is bringed into the party membership of Yuan-You and kept under strict control in many of relegated places such as Tai-Zhou until his death in Chu-Zhou.Chen-Guan has firstly the greatest esteem for the talent , moral quality and the learning of Wang An-shi. It is especially the publishment of his two works of He-Pu-Zun-Yao-Ji and Si-Ming-Zun-Yao-Ji in dynasty of Hui-Zong that is the symbol of the changement of his ideology. In the former, Chen-Guan sets a high value on WangAn-shi and castigates Cai-Bian mercilessly declaring that Cai-Bian compiles Shen-Zong-Shi-Lu in the circumstances of misrepresenting Wang-An-Shi-Ri-Lu. In the latter, however, Chen-Guan begins refuting point by point to and gives a total repudiation of Wang An-shi.It is the fierce changement of political situation of the North Song Dynasty that gives rise to his tremendous changement in politics and ideology. The political situation of the the North Song Dynasty fluctuates with the intensity of strugglement between the new and old political parties. At the same time, the political activities of Chen-Guan have a important changement and mingle with the strugglement. On the other hand, the changement in Chen-Guan is close to his inheritment in ideology. With the development of his official career, his political ideology flutuates and his academical ideology alters from admiring the Jing-Gong-Xin-Xue to believing sincerely in the Luo-Xue of Cheng-Hao and Cheng-Yu. With the coming of the political situation of criticizing the sin of Wang An-shi and attributing the destruction of the North Song Dynasty to Wang An-shiand his political reformation in the South Song Dynasty, Chen-Guan gets the approvment of dynasty and the commendment of many scholars because his scathingly denouncing the works and opinion of Wang An-shi in Si-Ming-Zun-Yao-Ji.
