Before the September 18th Incident Tenant Policy was one of land systems, which was popular in the Korean nationality society in Yanbian. It was a land system that Non-returned person purchased land and got the right of using it in the name of Chinese or returned Korean nationality.Qing Dynasty lifted the ban of Yanbian area in 1881, in the base of haircut.clothes change and returned to naturalized, gave the right of using of land to Korean nationality,.With this policy of national assimilation Tenant Policy arose. During Tenant Policy Korean nationality could get the land which they had no necessary to return to naturalized. So it was been wide spread in Korean nationality society in Yanbian. As soon as signing the Jian Island Treaty, Japan made double nationality of Korean nationality by the reson of Japan Korea Combine, and expand the aggression forces in Yanbian in use of double nationality of Korean nationality, so nationality and the right of using land related directly territorial sovereignty. The authorities of Yanbian took the policy that haircut and clothes change as a law. And worked out a serise of policise standardized Korean nationality returned to naturalized.And restricted the right of using land of Korean nationality. So it promoted the development of Tenant Policy. In the light of nature of Tenant Policy, it was the right of using land ,not the ownership of land. So after Tenant policy arose, the authorities of Yanbian gave tacit Tenant Policy to a certain extent. After signing the Man Mcng Treaty, Because the direct influence of land rent issue to Yanbian was small. In order to provided against possible trouble the authorities of Yanbian took the policy that encouraged Korean nationality returned to naturalized, But didn't pay enough attention to policy itself. That time Tenant Policy developed more deeply. After Big Expedition of Kang Shen the forces of Japan in Yanbian expanded rapidly.So Japan's economic aggression that they robbed the land resources in Yanbian became fast. The authorities of Yanbian took the limited policy to Tenant policy, But then Tenant Policy has a tendency of development.Under the Three Shi Agreement the authorities of Yanbian strengthened Returning to Naturalized Policy.and took Devided License Policy, this time Tenant Policy disappeared .Along the setting of Man , land rent had been taken in all of the country. Abolishing of extraterritoriality in 1935 and land rent in 1936 disappeared completely.In the process of emergence , development , disappearance, Chinagovernment made some mistakes on formulation and implement, so Tenant Policy is used on economic aggression which Japan seized the territory of land resources in Yanbian . But Tenant Policy promote the existence and development of Korean nationality in Yanbian, in another word , it promote the forming and development of Korean nationality sciety of Yanbian.
