Sino-Japanese relations are important components of the current international relations. China and Japan have great influence power in Asia and the world. Developing good-neighbor relations are the important factor for Asia and the world safeguard peace, stability and prosperity. In recent years, unsolved issues of Japan's aggression against China of the war have became the sensitive factor in Sino-Japanese relations day by day, and have even hindered the normal political communication between China and Japan. The thesis proceeding with Japan's planning, implementation of the bacteriological warfare in China, and combining the injured investigation of the victims Shangrao area of Jiangxi province, and Japan's concealment of the bacteriological warfare crime and relevant situations of the victim's lawsuit after the war, the author holds that Japan has bounden responsibility for it. Then on the base of American capture policy, Japanese traditional culture, national psychology and Japanese national strategy, this thesis tries to analyze the reason why the unsolved issues of Japan's aggression against China are unable to be solved smoothly. Finally, the thesis analyses the realistic influences caused by these issues among China and Japan, and proposes rational measures to solve the Sino-Japanese dispute in the new century and promoting benign development of the bilateral relation.
