When the War II ended, the Soviet Union army had liberated Romania, Bulgaria andHungary. And America and British had occupied Italian native country. British had also seizedItalian colony in the northern part of Africa. The development of the state of military affairscame into being two different spheres of influence in Europe. Taking shape of the diplomaticpolicy of the Soviet Union over Italy in 1943-1947 was closely related with the policy of thewestern nations over Eastern Europe—over Romania, Bulgaria, Hungary and England, and soon. Its substance was that the Soviet Union and America contended the spheres of influence inEurope. In the assumption of the postwar arrangement of the Soviet Union, Italy as atraditional western nation was not part of the sphere of influence of the Soviet Union. ButItaly as a defeated nation could not become also the country against the Soviet Union postwar.The policy of the Soviet Union had changed during the shaping and signing of the peacetreaty over Italy. The Soviet Union just took foreign policy as it political counter that itcontrolled Eastern Europe as it is sphere of influence from no intending to overweaken Italyto no overweakening it. From this, it became one cause of coming into being cold war. This thesis consists of the preamble, the text and conclusion. The preamble mainlyintroduces the internal and external research condition. The text includes three contents: thehistorical background and process of the shaping of the foreign policy of the Soviet Unionover Italy and the origin of cold war in Europe. In the conclusion part, it concludes the wholetext based on the former part. In the standpoint of historical materialism, this thesis is based on the research of thepredecessors and systemly analyzes the foreign policy of the soviet Union over Italy in1943-1947 by putting to use induce, contrast and comparison of the study methods.
