There are a lot of researches on the Central Intelligence Agency (CIA), mostly ofwhich focuses on the organization, the historical development, and the generalinformation about the CIA’s activities. Exclusive studies on the CIA’s activities inChina and on the relationship between the CIA activities and U.S. China policy arenot sufficient to be instructive. The researches of the future developing trends of theCIA and the suggestions on China state security are even more rare.This paper firstly introduces the historical development of the CIA----theestablishment, development, trouble period and the revitalization. Also, the firstchapter shows the main function and the methods of the CIA activities----Informationcollection, intelligence analysis, coordination and covert action.The second chapter of this thesis shows that under the guideline of U.S. nationalsecurity strategy, the CIA had important influence on U.S. China policy-making andpolicy-execution while using special methods of intelligence collection, analysis andcovert actions. This paper analyzes these special activities, the status of the head ofthe CIA and the CIA influence both home and abroad. By means of analyzing someexamples, this paper tries to expound the relationship between the President and headof the CIA, the CIA activities under the President’s direction, activities that affectedpresidential decisions; and, how the CIA influences America’s China policy throughthe Congress, the Joint Chiefs of Staff and the National Security Council is alsostudied in the paper.In the third part of the dissertation, there is a comprehensive analysis on theCIA’s value to U.S. China policy, to estimate the positive and negative influence onU.S. diplomacy, and thus to analyzes the correlation between the CIA’s mistakes andthe American political system. Then, the paper discusses the situation that the CIA isfacing during the new period, and forecasts the status of the CIA in the future. Also,the article analyzes the method that the CIA may use in the big data era, and finallygives the suggestions about the countermeasure of China in the new period.
