The development of modern SciTech has made a great impact which presents more on ethic and morals on human being. People feel panic in the face of advance accomplishment of HGP and the impact of its application :The security taken by gene therapy is disputed, and it probably will hurt and mislead the operated ones; Gene duplication brought people a dread of cloner and a challenge to human dignity; Human's radical natural rights are being menaced by gene privacy; Gene discrimination has a strong impact on a series of society rights of human; The gene design has taken ethical tragedies of gene determinism and eugenics; Gene monopolization takes an new obstacle to international society equity; Gene arms will make our offspring encounter biologic arms race......In front of a series of society ethical problems, we have to think more deeply: which is more important and higher on earth, SciTech or ethic? The essential problems are as follows: How to look on the conflict between the breakthrough of SciTech and conventional ethic? How to deal with the relation of them? How to keep essential tensile force and dynamic balance between them?If we want to find out the way to go out the hot water, we must do something necessary: First, consciousness of SciTech and ethic should be built up, and more communions and talks between scientists and ethicists are needed. Second, it is essential to intensify popularization of SciTech and build up mainstream ethos. Finally, we should attach more importance to the decision-making of government and perfect legal system of SciTech.In a word, SciTech can not develop normally without restrictions of ethic and morals, while civilization must lie in the dynamic balance between SciTech and ethic.
