Public art is the band between the art and the whole society, and is the openly flat of the public area and the culture area. It is the important area of the cooperation between the contemporary government, public and the artists. Therefore, public art is not just art. It contains the ideas of society, politics and humanism. In accordance with the contemporary public art and its integrity. With the three-dimensional and the interdisciplinary way, it studies the inherent culture of the public art that is still a rising conception from the bran-new point of view. It clarify that the contemporary public art is born from the burgher society and the public domain in disparate fields. And the contemporary public art's role is to creat the artistry of cities.In this article, the public art is located in a integrated circumstance of the art and design, philosophy of art, sociology, urban design. In the macroscopical background of the development of the city and culture from 20 century, the wholefabric of public art and its value system is be illuminated.Through the correlative discuss, the conclusion is: 1) The contemporary public art is the art form having the social public spirit. 2) The culture main body of the contemporary public art is the masses. 3) The contemporary public art should be the amalgamation of intricate culture. 4) The contemporary public art should to grow with the contemporary cities, and to pay attention to figure the city spirit. 5) Building the contemporary public art in the small towns, should to pay attention to respect, maintenance and utilize the primary local culture and nature resource.This article offer the macroscopical frame of reference for the development of public art that use for the study in this area in our country.
