The Productivity Promotion Center (PPC) is a new emerging thing developed during the Reforming & Opening of China, which is born abroad, but has evolved Chinese native characteristics after its 12-years-long development(the first PPC in China is born in Shandong province in July 1992), and become the hard core of the scientific & technical service organizations of china. PPC is now called as a great cause.Author of this paper has been devoting himself to the PPC-cause for a long time, and researched on PPC in both theoretical and practical aspects in this paper: introduced the develop-situation of scientific & technical service organizations abroad and the origin of PPC, analysed the background of its appearance in China -the rising and development of SMB. Emphasis is placed on the construction of PPC"s service-ability in competition, such as the service items, the service quality, the service personnel, the technical equipments of service and so on, discussed its market operation manners, the scientific criteria for the evaluation of its efficiency, and the orientation of its further progress. The goal is, to carry on the PPC-cause continuously and healthfully.
