Study On Evaluation And Promotion Of Shanghai's Public Cultural Service Efficiency

In recent years,although Shanghai has made remarkable progress in the construction of public cultural service systems,especially in the hard indicators such as the construction of public cultural facilities networks,it has been at the forefront of the country,but there are still large space for progress in terms of the implementation of soft indicators such as the operation of institutional mechanisms.In 2015,Shanghai issued “Implementation Opinions on Implementing the Opinions on Accelerating the Construction of Modern Public Cultural Service System” in Shanghai,striving to basically build an international cultural metropolis by 2020.Under this target requirement,the first to establish a modern public cultural service system has become an important task during Shanghai's “13th Five-Year Plan” period,which depends to a certain extent on the level of efficiency of Shanghai's public cultural service system.Constrained by data acquisition considerations,this paper selects Shanghai's libraries,cultural centers,and museums as research objects,evaluates the efficiency of the construction of Shanghai's public cultural service system,and then looks for solutions to the problems that exist.Specifically,first of all,the paper constructs a single-input,multi-output public cultural service construction efficiency evaluation index system by selecting and summarizing the existing research literature,in which input indicators select “public cultural expenditure” and “per capita "Culture fees" asa measure;output indicators include "public libraries","museums,memorials," and "people's art galleries and cultural centers(stations)",respectively,"per capita number of books and magazines borrowed," "per capita visits" And "per capita organization activities and exhibition training classes" as a measure.Secondly,using the relevant data from 2005 to 2015,the DEA analysis was used to quantitatively evaluate the efficiency of Shanghai's public cultural service system construction.The evaluation results show that there are two shortcomings in the current construction of Shanghai's public cultural service system: First,public cultural expenditures are redundant and use efficiency is not high.The second problem is that the effectiveness of public cultural construction in libraries needs to be improved.Subsequently,based on the case analysis,this article summarizes the experiences and initiatives related to the construction of public cultural services both at home and abroad.It should be noted that the construction of public cultural services in Shanghai should pay attention to the introduction of the PPP model,establish a demand-oriented concept,enrich the forms of cultural activities and increase technical application of the four aspects of inspiration.Finally,combining the actual situation of Shanghai's public cultural service construction,this paper proposes effective measures and suggestions to improve the construction of public cultural services in Shanghai from the aspects of improving top-level design of public cultural services,optimizing the input mechanism of public cultural services,and promoting the promotion and application of library(Alliance)PDA.
