Despite this change occurred for special incident, it was not completely accidental. Cen Chunxuan advanced with the political situation because of subjective and objective factors. We should give basically positive evaluation to this kind of historical characters who could go with the current of the times.Observing and studying the change of local governors and inspectors is one of visual angles through which we can know political development and evolvement at the end of Qing Dynasty.
