Cen Chunxuan Political Thought And Practice Of The Late Qing Dynasty Articles

Cen Chunxuan was one of those who has lorded the political stage over during the transition from Qing dynasty to the Republic of China.In deed it was a very short period,from the Coup of Wu Hsv Year(the year of 1898) to the New Deal to the Preparatory of Counsititutionalization,but it was the most brilliant period in his political life.His political ideas and practices then followed the historical trend and accelerated the modernization of Shanxi, Sichuan,Guangdong and Guangxi.This shall be confirmed.There were shortcomings in both his theoretical ideas and his practices;however,it was the inevitable result of his class limitations.This thesis is to study his political ideas and practices in the late Qing dynasty and analyze that from the aspects as below:1.Cen Chunxuan,the person.In this part,it will study the young Cen Chunxuan' s life,including his three experiences and three relevant changes.2.His political reforming ideas and practice.In this part,it will discuss his advocacies to various aspects from the political reformation during the Coup of Wu Hsv Year to that of the New Deal after the indemnities for the Boxers (in the year1901).He proposed the a series of reforming plans,which included plans for the official system,anti-corruption,new education system,new military system and creation of police system.3.His constitutional ideas and practice.He made proposals and plans to the ruling ones,and pushed forward the practice of constitutionalization,such as writing statement to the throne proposed an immediate constitutionalization to the government,and suggested the rulers to set up the Zizhengyuan,a nominated advisory council,as the upper house,a watch-dog house as the lower house,and relevant bureaus in provinces and counties,and advocacies and supports to the setting up of society for the preparatory constitutionalization, and so on.4.The characteristics of his political ideas in the late Qing dynasty.5.Some comments to his political ideas and practices in the late Qing dynasty.
