On the foundation of the full occupancy historical data, the thesis intends to make a study and comment on Indian constitutional reforms after World War I. The whole thesis includes three parts.The first part, beginning with British implementing Indian Councils Act and the outbreak of World War I, analyses the backgrounds of constitutional reforms. As the above causes, the thesis points out that the implementation of constitutional reforms symbolized the great changes of the British attitude to India and British preparing to build gradually the self-governing institutions in India.The second part shows the course of constitutional reforms' implementation and includes three sections. The first government of India act of 1919 initiated the first step towards progressive realization of responsible government in British India and the domain. The second government of India act of 1935 introduced federal polity and provincial autonomy. The implementation of provincial autonomy marked that responsible government got more development in British Indian provinces and meant that the next reforms touched inevitably the highest authorities in British India. At last, it discusses the transfer of power in India.The third part probes into constitutional reforms of colonial India comprehensively. First of all, from the viewpoints of political modernization, it reveals that due to two constitutional reforms, there were a series of democratic elements in colonial India, so it settled the base for the building and consolidation of political system after independence in India.
