This paper investigates the question of how artistic language comes into being. The creation of artistic language can be divided into three phases: The beginning phase of the pregnancy of thoughts, the phase of transforming thoughts into language symbols and The third phase of choosing and using these symbols creatively. In the phase of thoughts pregnancy, the brain of a man is stimulated, there will be a image in his brain. At the same time, the stimulus arise strong feelings and moods in his heart. When the image and the feelings meet, a new image is created. Then the new image will be symbolized by language symbols, the meanings of language symbols are direct, clear and stable, but the feelings and moods are not stable, they are changeable and complex and could not be told clearly too. So in order to symbolize the feelings and moods clearly and assure the transmission of message smoothly, the addressor has to break the "syntagmatic relation" and "associative relation" among language symbols, and use language codes creatively. Seemingly, the abnormal use of language symbols is grammatical mistakes. In fact, they are lively reflections of mind. Emotive function and poetic function are main functions of artistic language.
