There were the administrative head and the officials who were file'supervisor. There were other officials who were responsible for the public order work,and etc., in the country goverment of Song Dynasty .But there also were many employee who carry out an usual administration work of the country goverment.The so-called monster is these people who do the concrete work in the cantons administrative authority. Some of them were compelled to undergo military service before "XINING".Although some of them were hired,they almost had no wages. At the "XINING"period,the Song Dynasty began to pay wages to some of them. And if they violated the law,they would be subjected to the strict punishment. The government of The South Song Dynasty continued to carry out this policy.and promoted this policy to the cantons.But this policy had not been carried through in the administrative authority of cantons. So many of these employee had no pay.They had tended to do the full-time work in the Song dynasty.Some of them began to take charge of the file.Although the Song dynasty very valued the file and compared a control more strictly, there were appeared a great deal of case that the employee made use of file to crime. There were the crimes of the judicial file and the file for farm tax.These crimes not onle increased the common people'sburden but also endangered the government public's trust. Because the file was very important to the cantons administrative authority,the employee acquired the power to match the officials of the cantons administrative authority. The employee not only had the preliminary hearing's power but also to creat the files of document.After the judge,they must seek the law ruling for the "Judge".Although they could make up the judge'sshortage to some extent,there were many opportunities to carry on the job crime.So "the job crime"played more and more strong.But there were not the mechanism to prevent the "the job crime".Although the government of Song Dynasty drawed up the law to punish the crime ,the law had not been carried through very well.There was no way to suppress "the job crime"of the employee at root.
