United Nation has experienced 60 years since it has been founded. It exists longer and has great function and effect than any other organizations. A lot of academic articles have various opinions on its foundation between China and foreign counties. A typical opinion thinks that the blue picture of United Nation is drawn by USA. America is determined to lead the postwar world through UN. 'To build UN organization, international currency fund organization and World Bank are President Roosevelt two establishments on postwar world blue picture. ' Another opinion thinks that UN is the achievement fruit of wartime allied countries in World War Two. Meanwhile, facing the stern reality, the allied countries put forth setting up an ideal international organization which is based on the historical experience and is perfected by their endless efforts can guarantee the future peace and security. It is an inevitable outcome of history conditions, not the embodiment of certain individual statesman will or some countries special needs. In terms of this point, UN is the successful fruits of anti-Nazism, the crystal of anti-Nazism cooperation, and the outcome of wartime alien creation. Although it was proved that America indeed play an important role in the course of foundation, the kind of role only lies in its expressing the common desire that all people look forward to peace and try its best to convert the desire into practical action that establish postwar international peace system. Therefore, the foundation of UN is the more productive outcome of allied nations cooperation. If there were no the principle that anti-Nazism carried out equal consult, restraint and lenient, there were no UN. The thesis does not discuss the problem any longer that UN is who to establish, it will discuss the form and implement of the diplomatic policy about GuoMing government how to participate in building up UN. Though some scholars have discussed this problem, they are lack of systematic analysis. I wish I could try to make further efforts to study this problem.
