The socialist reform is the sole route leading to the happy destination of socialist modernizations. Establishing the socialistic market economy is the goal of the socialist reforms. Improving the socialist market economy is the greatest practice in today's China. The all-round development of man is the essential requirement of building the socialist new society. They have the dialectic unity. The improvement of the socialist market economy calls for the all-round development of man. Men are the doers , hence the basis and premises of the socialist market economy; the further improvement of the socialist market economy has offered the system guarantee and material means for the all-round development of its citizens. But in the market economy, the innate rules of seeking greatest profits and competition tend to alienate people, leading to the negative effect of partial development of human capacities. Therefore, how to minimize its negative effects, spreads its active ones so that the socialist market economy can be established smoothly in China while the individuals can be develop fully and freely, man and the economy, society, nature can be brought in a good harmony is a major challenge of the time which has raised an issue of vital theoretic and practical significance.The dissertation takes as the starting point the relationship between the socialist market economy and the all-round development of the individual. It has analysed the dual impacts of the market economy on man by applying Marx's dialectic unity principles concerning social development and the all-round man's fulfillment. Here, the author insists on its idea of the scientific development, and the inner relationship between the scientific development concept and the all-round development of the individual; finally some effective measures to pave the base for the society's all-round, durable development have been raised.
