As a hot and difficult point of investigation recently, cultural heritage need a accurate definition .After comparing various definitions, according to the pact on world cultural heritage and world natural heritage' preservation, the writer think that it represent things which are inherited from forebears, not only have utile valuation and art valuation, but also illustrate the development of our society and contact with the development of our society. Cultural heritage exists in following three forms: real exist, unreal exist and re-exist. For great site must be researched by different subjects , cultural heritage should be studied in following aspects : (1)invest historical background and geographical circumstance ;(2) recognize its cultural valuation and count its economic valuation quantitatively ;(3) take step on the preservation and exploration of the cultural heritage.The economic valuation of the great site comes from its cultural valuation .After re-recognizing the social valuation and economic valuation ,the writer thinks that :(1) Though ruined by nature and human for thousands years ,Chang'an city in Han Dynasty is still preserved in good condition;(2) There is innumerable valuation in Chang'an city in Han Dynasty ;(3)We must try our best to preserve the great site in china and show younger generation the great intelligence and grand edifices built by ancestor. The optimized use of great heritage is discussed with the analysis of the welfare maximized, the valuation maximized of cultural heritage, the cost when the profit in zero, the provision when thefixed cost decrease and the optimized use of cultural heritage.The authenticity, persistence and readability must be kept in the preservation of the Chang'an city in Han Dynasty .At the sane time, the substantial and the unsubstantial valuation should be protected .At last, the article discusses measures for protecting great site on the aspect of social administration and renovating the landscape of the villages those must move out of the site in the planning period.This article brings forth new ideas on following aspects : ?
