The European foreign policy is always the core and cornerstone of the U.S. foreignpolicy. The strategy idea of the Atlantic partnership, which Kennedy Administration builtthrough "The Grand Design" at early 1960's,was not only of extreme originality, but a keylink between past and future of the history of the U.S. European policy. Therefore, Thethorough and overall study to "The Grand Design" is helpful for us to more exactly recognizeand grasp the European strategy of Kennedy Administration, the relations between U.S. andEurope, as well as the moving orbit of the U.S. global strategy during the cold war.But so far there are no uniform recognitions about "The Grand Design" in thehistoriography field and some doubtful points are in existence. For example, there are feebleand insubstantial problems in the reason analysis of "The Grand Design" promulgation.Besides, there is a little solely and one-sided in the success or failure assessment of the resultof "The Grand Design". It is necessary to reconsider and explore again these problems. Thethesis tries to reexpound the historial effect and deep influence of "The Grand Design", on thebasis of its motive investigation and implement, using the original official data of the U.S.government.This article is consisted of three parts which are preface, text and conclusion. In thepreface I discuss the aim of this topic and the current research at home and abroad. The textincludes three chapters .In chapter one, the establishment of Kennedy Administration'sWestern-European "The Grand Design". In chapter two, the implement and result of KennedyAdministration's Western-European "The Grand Design". In chapter three, the reevaluation ofKennedy Administration's Western-European"The Grand Design". The last past is theconclusion of the full thesis. By the motive reexamination of "The Grand Design", and fromvarious angles of the plan's success or failure, I come to the conclusion that the settlement ofKennedy Administration's "The Grand Design" relied on the core principle of "the U.S.interests, the highest" was the driving result of mulit-layers strategy interests. It was not acompletely failure policy, in fact, the plan broadened the U.S. national interests at someextents, strengthened the economics and commerce relations of the U.S.-Europe.
