In the early period of the foundation of U.N, America promised to undertake 39.8% ofthe total assessment of the U.N. However, the proportion of the total assessment thatAmerica promised to undertake reduced sharply from 39.89% to 22%, after 60 years ofdevelopment full of reforms, among which the 1972 one experienced the violent change ofthe assessment. (from 31.75 to 25%) The dissertation chooses the reduction of theassessment in the year 1972 as a prototypic case to study on the theoretical basis ofprinciple of international profits to display the real situation of the assessment reductionpolicy of America with the effects of several factors, including the process of how theconnected government sections of America discuss the issue and the methods with whichAmerica used to impose pressures onto the secretary of U.N and the other membercountries. The paper will place the whole process in the international background, analyzethe inevitability for the assessment reduction policy of America in the year of 1972 with thecombination of the introduction and the analysis of the principle of assessment in U.N. andthe other decisive factors.The writer tends to discuss the following 3 questions:1. Clear development of changes for American policy about U.N assessment. Thetendency of the falling assessment given by America and the political, economical andcultural reasons. 2. The features, historical reasons, ecological roots and futuredevelopment of foreign policies of America. 3. The policy of the US deserves both sides ofbeing reasonable and unreasonable.1. The main idea of the paper is the nature of the reduction of America assessment toU.N. is the major tool used by America controlling U.N. and maximizing its nationalprofits, 2. which is a yardstick reflecting the attitudes of America toward U.N.. Profit ofnation is an important rule in the interaction between countries. 3. What is more, theassessment reduction in 1972 is an epitome of the conflicts between the west and eastworlds and those between the north and south worlds.
