Research On The Baojia System In Hubei Province (1927 To 1937)

This thesis studies on Baojia systerm in Hubei province from 1927 to 1937 , inquiries into Baojia system of Guomindang characteristics, function ,compared with traditional Baojia system;inquiries into New-Baojia system progress, general situation; looks into the relation between new-Baojia and suppress bandits, farmers burden, education , public management, in order to investigate the result of New-Baojia system in Hubei province; Furtherly looks into the relation between magistrate, ward chief, Lianbao-director, Baojia-director, the elite of social power in the county and grass-roots social control in Hubei province, and the predicament of New-Baojia system in the progress of operation.What Citizen's government had re-designed and promoted to Baojia system wanted to destroy completely the influence of the Communist revolution in village, make the antenna of the political power in government extend to the village, strengthen the control toward the village society. according to such purpose, Province of Hubei had strongly promoted to New-Baojia system. This thesis considered New-Baojia system has play a role in promoting to education in propulsion place, strengthening the public management. But in the whole, the result is very tiny, what Citizen's government had done couldn't carry out the purpose. The village was still the lacking unity. There were several factor for such results. Firstly, the upper political power organization of county magistrate, ward chief promoted Baojia system dintly; Secondly, Baojia administer character was inferior; Thirdly, what Baojia had done was heavy ,but their status was low; what's more, The elite had withdrawed from the grass-roots political stage in the village; Inferior elite had pilferaged and controled political power. In a word, the purpose that citizen's government wanted to control country society by meams of Baojia systerm had becomed a broken dream. For another, young fellow's brigade, budget of Baojia' imposition etc. increased the burden of the farmer, affected the production of agriculture. The intertexture of the body, job. and influence, between inferior edit and county magistrate, ward chief, Lianbao-director had put more confusion factors into the grass-roots political power of village . Therefore, New-Baojia system could not improve the control basic level in the country. On the contrary ,had formed worse political influence, also deepen antinomy between government and mass in this course .
