With the rapid development of the domestic and foreign designs, designs have the pivotal imputes to the development of the enterprise and the entire social economy. In the knowledge economy time, the enterprise faced with a bigger challenge. The brand strategy , the product innovation , the design innovation already become to promote the enterprise competitive and maintain the sustainable development. The outstanding design already becomes the enterprise success and even the industrial revolution road which must be taken.The design talented people are the prop and the most valuable resources for the surviving and developing of the design enterprises. With the overseas design company flow in our country, our companies face the hard competition. If the design enterprise needs to get more customers raises their own overall design level and promote the enterprise's competitive ability. They need to know how to manage and use the designers. In a word, all of these depend on the competition of the design talented persons.The is a big gap between the whole strength of our country's art education and the advanced international standard. The society and the design industry ask for the talented person a higher request. Under this kind of background, it looks much important for improving and enhancing the situation of design enterprise and human recourse. Human recourse is the important resource for realize the objective and sustained developing of the design enterprise. However, design working is focusing on human and aiming at consumer, which decides that the management of human resources in design industry differs from the traditional one remarkably. So the research on theory and practice of human resources management for design talents has the realistic significance on design level and management level of the whole design industry.This paper bases on the theory and the practice unifies, In introduction of the meaning, correlation theory and its content foundation of art and design human resources management, and with the union case analysis, this paper proposes thecountermeasure and the suggestion, to the human resources management of the design enterprise The full text altogether divides into seven parts.The first part, the paper elaborated the artistic design human resources question. Firstly it elaborated the artistic design human resources concept and the basic characteristic..The second part, elaborates how to get > selects, use inspection of the designers and uses method that the theoretical analysis and the case analysis unifies, and put for -ward the concrete proposal .to the designer selected.The third part, on the foundation of the theoretical analysis, the design enterprise proposed the management principle to the professional designers and the designers who work in the enterprise. The paper emphasized designer's organization and the management must obey to the enterprise market development strategic target, and specifically elaborated these principles with the case analysis method.The fourth part, It presents the suggestions that training the qualities, basic skills and capabilities of the designer and the direction in which our society should take these training basing on the theoretic analysis.The fifth part, introduce the encouragement of art designer and the basic theory of encouragement. Combined with real examples, the theory analyses various kinds of encouragement methods.The sixth part, explain the team building in art design enterprises the basic theory and other knowledge about the team.The seventh parts, the performance management of art designers, introduce the definition and trait of performance and other knowledge about it and analyze the detailed rules and methods of designer's performance assessment.In a word, the problem of HR management of the Art and Design is not merely a designing problem, but also a complicated social matter. So we need every relevant departments of the society joint together to research and solve, not only through changing one certain aspect to achieve the goal of management, then can ensure the healthy development of the security market of our country and national economy.
