Under the condition of modern market economy, the essence of enterprisecompetition is the talent competition, the survival and development of enterprisesincreasingly need talent as a strong support. Only through effective human resourcedevelopment and management can help the enterprise to construct the high quality talentteam, format the human resources core competition ability, promote the healthy andrapid development of enterprises. As China’s important period of ideological andcultural progress, pre-Qin Confucianism, Taoism, Mohism thoughts contain a wealth ofpeople-oriented management thoughts. In order to make the past serve the present, weshould systematically combs out and sums up these ideas, and apply them in the modernenterprise human resources management to enhance its effectiveness.Using the historical analysis, comparative analysis, system analysis and normativeanalysis method, this paper analyzes the pre-Qin Confucian, Taoism and Mohist idea ofpeople-oriented management, and sum up their essence by comparison with the westernmanagement thought. On the basis of drawing on the essence of the pre-Qinpeople-oriented management, the paper explores the specific ways to improve theeffectiveness of human resource management in modern enterprises.This paper consists of five parts: the introduction briefly explains the backgroundand significance of the topics, defines the core concept, makes the literature review,clear purpose and research methods of this paper, and at last briefly introduces the frameconstructer and innovation. The first main part is the analysis of pre-Qin thought ofpeople-oriented management, which explores the pre-Qin Confucianism, Taoism andMohist thoughts in-depth. The second main part is the comparative study, through thecomparison between the pre-Qin idea of people-oriented management and westernmanagement thought, sums up the essence of the people-oriented management inpre-Qin. The third main part is the application part, it constructs the human resourcemanagement system of modern enterprise based on the beneficial experience of pre-Qinpeople-oriented management theory, and introduces the concrete application in the field.The last part is conclusion, it summarizes the inspiration of pre-Qin people-orientedmanagement thoughts for modern enterprise human resource management based on theprevious four sections, gives the forward-looking views at the same time.This paper seeks to achieve the following innovations: Firstly, the innovation oftopic, the paper systematically explores the idea of people-oriented in pre-QinConfucianism, Taoism and Mohist, and studies its application through matching it withthe modern enterprise human resources management, the topic has some new ideas.Secondly, this paper is not only for the people-oriented management review andsummary, more important is to compare it with western management thought, find outits core meaning, then explores the unique features and unique insights of pre-Qinpeople-oriented management thought. Thirdly, based on the system summary of pre-Qinidea of people-oriented management thought, this paper constructs the human resource management system of modern enterprise with the color of the pre-Qin people-orientedmanagement thought, and studies its specific path of application, the paper has somenew ideas in the management practice.
