The paper studies about the political and legal thoughts of Zhen-Dexiu – a famousNeo-Confucian in the later period of the Southern Song Dynasty.Zhen-Dexiu was a famous Neo-Confucian and politician in the later period of theSouthern Song Dynasty. He was a officeholder from Songningzong to Songlizong ,and hemade a grate contribution in the process of Neo-Confucianism became the ruling ideology. Heworked in the center of motor court at the beginning, Because he opposed Shi-Miyuan'spolitics ,he tried his best to ask working in local government. After that, although he hadcameback to the center for short time, he worked in the district in his mostly time. He hadmade excellent achievement and got the love and support of his civilians.His political and legal thoughts included luxuriant "Min ben" thoughts. This thought isdistillate part of his thought. He thought that "the god's desire is the people's desire." So heappealed the ruler do anything must obey the people's desire, this just was Zhen-Dexiu's"Minben" thought's theory base. He thought the finance mostly came from the people's taxes.So if the population get more and more ,the finance would become more also. On the base ofthis theory , he pointed that do financing must on the base of feeding people. Zhendexiuopposed economy autarchy. On society relief ,he put forward that the government shouldrelieve the calamity as early as possible. He set up "Ciyou manor" to adopted the child whowas deserted. He also set up "Huimin storage" to help people in disaster. On the side ofofficial managing, he started from the thought of "Wisdom politics" of Confucianism, calledon the emperor treasuring the wisdom, and chastising the corruption.Zhendexiu's legal thought didn't breach the conventional law thought of Confucianism.It's peculiarity was regarding "person" and despising "law". So ,he believed that if theemperor was enough wise ,the officeholder was cleanhanded, the society would be halcyon.He also thought that "constitution can't change easily", and we should stick up for the legalequity. He pointed that humanizing is the best way to govern people, Zhendexiu was born in apoor family, and worked in districts for a long time. So he knew the people's tribulation wholived in the poverty. Just for these, he thought that govern a nation should be kindly. InSouthern song dynasty, there was a ethos of litigation. So when he worked in localgovernment, he dissuaded people must stop litigating, so that the society will be stabile.
