Chen Zhaochang was an important government official ,in the northeast area of China,in the late Qing Dynasty,but there is few research on Chen Zhaochang. In the range of thewriter's vision, there is no special research on Chen Zhaochang's diplomatic activities andinternal affairs in Jilin Province.In this article, firstly, it introduces the biography of Chen Zhaochang , analyzes thequestion that how his characters, ideology and experiences affected his political activities;then it recounts Chen Zhaochang's diplomatic activities and internal affairs, when he wasappointed to the local official in Jilin Province (1909~1910) :in aspect of diplomacy, ChenZhaochang took charge of the Jiandao negotiation , he paid close attention to the internationalsituation and Japanese activities, reported to the central government in time ,he also advancedhis own suggestion, and put some of suggestion into practice, collaborated with WuLuzhen .Tried his best to defeat Japanese invasive attempt ,defend the independence ofsovereignty and territory of China;in aspect of internal affairs, it was the time that the Qinggovernment carried out reform policies, Chen Zhaochang also took some reformativemeasures on economic, politic and education in Jilin Province. Although these measures hadlittle effects because of the restriction of history, it still promoted the systematization of thereform in Jilin Province and the development of Jilin.This study integrates with epoch background, puts use to lots of documents and lettersconcerning this issue, recounts and analyzes the political activities of Chen Zhaochang. Thisstudy is contributed to making an objective appraisal of Chen Zhaochang, it also canconsummate the study of the Jiandao negotiation and the study of the reform of the late Qinggovernment.
