Karakhan played a very important role in the process of establishing diplomatic relations between Sino-Russian in 1920s. As the representative of Soviet Union, he declared Three Russian Declarations to China which broke the deadlock between the countries and made a firm foundation in diplomacy. As a vice-foreign minister of Soviet Union, Karakhan was an active decision maker, organizer, and participant of Soviet Communist Party(Bolshevik) in making the policy to China, who played a crucial role in the development of Sino-Russian diplomatic relation. Especially after he came to China in 1923, Karakhan carried out multi-diplomatic activities to look for the proper political ally. During the time his diplomatic measures was acting particularly in the negotiation with the Beiyang Government, and finally contributing to the signing of China-Soviet Accord, realization the establish diplomatic relations between the countries. At the same time, through explicating the diplomatic activities of Karakhan, Joffe, Voitinskii and Polotin, representatives of Soviet Union to China, there is a overall, objective and impartial evaluating about Karakhan's diplomatic activities to China by comparing their position and actions. We can draw a conclusion that double aims lies in the diplomatic policies and activities for Karakhan not only had the responsibility in executing the polity of Soviet Union, but promoting the world proletarian revolution. When the two aspects was contradictory, the national benefit was in the leading position.Studying the related subjects, there are fewer works and papers about Karakhan's diplomatic activities to China, and it is necessary to have a further discussion about the research to find the complex relationship among the Soviet Union, Communist International and Chinese revolution, From the study, we can obtain some useful experience and enlightenment in disposing the relations both in states and parties.
