China is under the administrative of monarchism for a long period. However, in the early Republican china, a democratize selection was carried out in the whole country. The author, taken the selection as an instance, sorts out the whole process of the selection thoroughly and discuss the influence of this political democratization reform on the operation of china.The paper is divided into three parts:The first part introduces the background of the early Republican of china selection.This part include two problems. One is the political background of late Qing dynasty.I think it is important to introduce Mr Zhi Dong Zhang ,Shi Kai Yuan as two important persons.Of course include another three persons ---Mr you wei kang ,Qi cao liang and Zhong san sun. All of them do their best to improve influence of democracy in China. The second part introduce party .There are four important party in the early Republican of China,of course ,it is necessary for us to study them thoroughly.The second part inquires into the implementation of selection. This part includes eight problems.The first problem is about the prepartation of selection. The second introduce some regulation about selection. The third,the fourth ,the fifth,the sixth,the seventh,and the eighth introduce the selection thoroughly.We can know some knowledge of selection from this part. However, in the early Republican china, error action is full of it . Chinese people have not massive culture is the cause.The third part analyses the problem of the selection.
