The Truman administration was the early period of the Cold War on the basis of the"off-shore balancer", the United States established its military strategy, that is, to take the initiative, establish the NATO on its behalf, launch military confrontation, and struggle with the Soviet Union in the Central Europe. Meanwhile, the United States did its utmost to facilitate and maintain the China's unification, and then made China into its own strategic ally or becoming another Yugoslavia to confront the Soviet Union with the help of the United States in the Eastern Asia. In so doing, the Soviet Union would collapse in the end, and the United States would win a victory in the Cold War. There are three military strategic policies toward China the Easter Asia in the Truman Administration, which set up the strategic structure of the Cold War, and in which established the strategic foundation of American victory.
