In period of China Republic, the new culture initiates and writers were engaged in Chinese education of primary and junior high school. Ye Shengtao was a typical representative of them, because he was not only one of the geneses of the modern literature, but also a " respected master " in modern Chinese education realm. This paper tries to study the relation between " new Chinese" and " new literature" by Ye Shengtao's Chinese education theories at the time of China Republic. Ye Shengtao investigated the character of the "new Chinese" course and made it different from Citizen and Literature . Ye Shengtao thought reading and writing was the important contents of "new Chinese" course, then, this course looked like a "technical" course and taught some "neutral "knowledge for students. In fact, Ye Shengtao estabilished a set of modern knowledge system on the edit of Chinese textbook, and required all of texts to keep up with the standard of ages and student's need and select texts out of their styles; On the teaching of reading , Ye Shengtao required a clear and definite teaching aim, a scientific, democratic and student-attitude teaching methods in reading texts with a modern experience. On the teaching of writing, Ye Shengtao thought writing similar to talking—an honest and own talking, and he led students to care their own thought, emotion and daily life so as to build an "inside" of modern citizn, that is ,we can call it "ego". We can make a conclusion that Ye Shengtao's theories had inherited the spirit of "new literature"and" new culture". He gave us a set of mechanisms of spreading Chinese modern literature and new culture, of which the end purpose is to cultivate the modern citizen who can adjust to the modern life. But, Ye Shengtao's theories were more enlighting and utility than "Chinese modern literature", therefore, inevitably to incur a criticism of losing the humanities.
