There are two visual angles to research Global Governance Theory: as an exploration of International Relationship field in the recent aspect, it emanates from the liberalism of ancient Greece, and is evolved by the interdependence theory, international regime theory and globalization theory; in the public administration field, it is the combination of the globalization and international public administration, and the expand of Governance theory in international level.In Part Three, the definition of Global Governance is given with the reference to the ideas of several authorities, then its characteristics is elaborated in the facets of authority- restructure, governance model and governance pattern.Part Four, the main-body of the article, is about of the frame of the Global Governance Theory. In the cross wise, the theory consists of subject, object, ave, value and effect. The subject is made up by nation-states, official international governmental organizations, informal global civil society organizations and international companies. The route is the core of governance, including two patterns: regime and law. But international law can be looked as a backbone of international regime, so the two routes are consolidated.
