With the end of Cold War, with the development of globalization and information technology revolution in 1990s, international non-governmental organizations (INGOs) have become an unneglectable and important power, and have affected international society greatly.This dissertation, from the perspective of history, firstly discusses the development of INGOs since 1990s: exponential growth in quantities, global distribution, extensive action areas, institutionalized links between INGOs, and diverse means in participating global governance; at the same time, analyses the reasons of the rise of INGOs in this period briefly.Then, using the empirical research means, discusses the function of INGOs in 1990s within the area of poverty eradication, environmental protection and human rights. In 1990s, INGOs continue to active in poverty eradication and environmental protection, and even active in human rights which national states regard as centric interests. We can say surely that the action and influence of INGOs have existed in every aspects of international public life, and become a very important actor.Finally, the paper will employ the theorical and empirical research means, explore the limitation of INGOs: first, the existing regime has restrained INGOs to influence more. In spite of the importance of INGOs, they haven't gain the legal status which is lagged thefunction of INGOs. Second, as the most important actor——nation states, have the differentattitude to INGOs. Even though some nations that confirm INGOs as useful and helpful, are alarmable to the expansion of INGOs, and by no means limit them (if not say "no" absolutely). Third, INGOs themselves have the questions such as legitimacy, representation etc., also limited the function of INGOs. In a word, the three aspects are interrelating. Just because INGOs themselves have many questions, states or international governmental organizations (IGOs) have the cautious attitude, and so make the legal status of INGOs be unresolved.In summary, INGOs have affected every aspects of global governance sine 1990s. However, we have to face the facts that the function of INGOs has not been aware fully. INGOs have to be an onlooker in policymaking, by influencing related persons or other institution express their argument, and be a peripheral actor.
