America has a highest degree of suburbanization in the world, the development of its suburbanization is extremely representative. Since the 20th century, along with the rapid development of automobile industry, the step of American suburbanization gone faster, and more rapidly after World War II; Meanwhile, in the inner cities, there were deteriorated environment, serious pollution, heavy traffic, high density of population, large number of blacks, remarkable social problems, the attraction of inner cities was disappearing. Following the development of suburbanization, the middle-class white people moved to the suburb, inner cities became the places of poor people and minorities lived. With a vicious circle of ruined houses and shortage of housing, inner cities became the slums. The decline of inner cities attracted the attention of American federal government, began to intervene in the revitalization of inner cities.This dissertation discusses that American Federal Government made positive efforts for the revitalization of inner cities after World War II, by three city acts established after 1949.They are "Housing Act of 1949", "Demonstration Cities and Metropolitan Development Act of 1966"and "Housing and Community Development Act of 1974". It will dissertate the background of the acts' establishment, carrying them into execution in the revitalization of inner cities, the results and influence, and then to learn a lesson for the development of Chinese cities.This dissertation is divided into four chapters except for preface and conclusion.The preface expounds the meaning of theme, the situation of study and the angle of view of this dissertation.The first chapter: "Suburbanization and the decline of inner cities". America ultimately realized urbanization in 1920s, more than half of the population lived in the cities. In impulse and stimulating of industrialization, especially the innovation of the conditions of transportation, the popularization of cars; the encouragement of federal policies; the impact of the conception; a large amount of blacks moving into the cities after World War I; the enlargement of the industrial size and so on ,all of the above caused that the suburbs rapidly developed. After World War II, because large numbers of ex-servicemen and the "baby boom", blacks massively moved into cities again, and induction of federal policy, suburbs developed fast even more than ever, and the decline of inner cities became even more serious, the middle-classes moved out, the...
