In the middle of the nineteenth century, along with the development of the industrialization, a great number of people came to New York to find jobs, and that led to housing crisis, such as the extreme shortage of housing supplies, deterioration of Living environment and booming slums in downtown areas. In order to solve the problem, New York tried several methods, but the results were not acceptably satisfactorily. Finally, the government established the public housing system, which did contribute a lot in solving the housing problem for the low income residents. This thesis is aimed to review the development of the New York’s public housing of its early period, hope to be able to find some useful experience.The thesis is composed of three parts, including preface, main body and conclusion.The preface explains meanings of the theme, and the present studies in addition to an outline of the thesis.The body consists of three chapters.The first chapter explores the background the public housing, and describes the housing crisis appeared in the middle of the nineteenth century as well as the way to solve it. However, the effort of control was unsatisfactory, due to that reason, the low income residents appealed for further reform and the directly participation of the government in housing construction. When the Great Depression came in1929,the crisis got even more serious, so in the1934the New York City Housing Authority established, which means the beginning of the public housing in New York.The second chapter explores the construction process of the public housing during the New Deal. It emphasizes the establishment of the early residential blocks, such as First Houses, Harlem River Houses and Williamsburg Houses, and describes the tenant choosing system and the community management system. Besides, the contradiction between the New York City and the federal in public housing is also mentioned, for it reflects the faith in pursuing high quality housing of New York City.The third chapter explores the prosperity and decline of the public housing construction before and after the Urban Renewal Movement. The high-rise residential building is in flood in this period, which makes serious housing problem as well as the segregation, so the government and Housing Authority carried out corresponding measures to deal with them.The conclusion summarizes the characteristics of the New York’s public housing, analyzes the advantages and disadvantages of it, and points out the improvement of public housing system recommendations of our country.
