The paper poses the significance and limitation. The paper adopts three research methods which are comparison , analysis and generalization.Through studying, the paper obtains three contentions. Secondly, the administrative official document during the period of the Republic of China is more progressive than Qing danasty. The reformation of this period had reduced the quantity of official document, accelerated the speed of official document and improved administrative efficiency. Thirdly, as a means which is used by governor , the relation between the administrative document and the political organization is form and content. The latter decide the former , and the former not only influence but also service the latter. Their relation is complement each other.
