Studying Of The Department Of Business-Department Of Agriculture, Industry And Commerce In The Late Qing Dynasty

China stressed agriculture and looked down on commerce from ancient times, All previous dynasties have never set up any central organization to manage industry and commerce. But in 1903, the Qing government set up the Ministry of Commerce to manage the national industry and commerce, it was big pioneering work in the Chinese government system, was the product of the Qing dynasty social reform and the adjustment of the state institution, and was also objective request of the capitalism economy development. In 1906, the Qing government reorganized the Department of Commerce and set up the Department of Agriculture, Industry and Commerce. The thesis consists of four parts.The first part analyzes social background of building the ministry, elaborates the objective necessity of establishing the ministry. At the end of 19th century and the beginning of 20th century, the thought of attaching importance to industry and commerce was prosperous, establishing a central organization to promote industry and commerce became a kind of request of that epoch. At that time, Qing government's finance was in awkward situation, the Qing governers changed their old concept to industry and commerce. They attempted to open the new revenue resources, so establishing the Ministry to manage industry and commerce became the reasonable action.The second part narrates establishment of the Ministry of Commerce, the personnel disposition and deep level reasons which the Ministry of Commerce transformed to the Department of Agriculture, Industry and Commerce in detail. The Ministry of Commerce was equipped with five departments whose respective responsibilities were clear. These departments performed their own functions. To discrete functions with other ministries, during the period of constitutionalism preparing, in 1906, the Qing government reorganized the Ministry of Commerce, a new ministry established.
